On June 7, 1776, Virginia delegate Richard Henry Lee introduced a resolution to the Continental Congress declaring that the colonies "are, and of right ought to be, free and independent States." This bold proposal marked a turning point. For the first time, independence was formally placed before Congress.
The resolution sparked intense debate. Some delegates believed the colonies were ready to separate from Britain, while others worried the timing was premature. Nevertheless, momentum was clearly moving toward independence.

While Congress debated Lee's resolution, a committee was appointed to draft a declaration explaining why independence was necessary. This group became known as the Committee of Five and included:
